The 31 year old two-time Olympic champion and 28-time world record breaker in pole vault, Isinbayeva, won the vote for winning her third world championship medal at the World Athletics Championships in Moscow in August 2013.
Isinbayeva also won the AIPS European best athlete award 2005 when she set several world records and won her first world title. Her second award came in 2008 when she became the first women in history to vault 5.00m and also for her win at Beijing Olympics
The best male athlete of the year award went to two-time Olympic champion Mo Farah, a Somali-born UK long-distance runner who won the men's 5,000 m and 10,000 m events at the world championships in Moscow.
Earlier this year, Isinbayeva was also named Russia's Athlete of the Year in a nationwide poll conducted by sports journalists.
